“Responsible Leisure” application
Castilla-La Mancha requires bars and restaurants to register customers identified with a QR code using the “Responsible Leisure” application before entering the premises.

1. How does it work?
- The business owner (bar or restaurant) installs “Responsible Leisure in CLM” on their phone
https://play.google.com/store/apps/details?id=es.jccm.ocioresponsableclm - The owner registers their establishment with the regional government
https://ocioresponsable.castillalamancha.es/registro - Customers do not need the app, but must obtain their QR code —or “mark of the beast”— from the website
https://ocioresponsable.castillalamancha.es/#conseguirqr - The government sends the QR code to the customer via SMS
- Upon entry, the establishment requests and scans the QR code; without it, access is denied
- The application sends the data to the government, which keeps track of us like something out of an Orwellian novel
- Non-compliance results in a fine
2. Since when has it been in place?
It came into force on February 12, 2021, but within a day its mandatory use was postponed for one month due to the criticism it received.
3. Advantages and drawbacks
Contact tracers may find it easier to identify people who have been in contact with someone infected with SARS-CoV-2, but there are numerous downsides:
- It does not respect privacy and may be unconstitutional
- It imposes additional burdens on the hospitality sector, which is already under heavy strain
- It shifts responsibility for infections onto this sector, even when they may occur elsewhere
- People without a smartphone will be unable to enter; many elderly people will effectively be excluded
